Two targets is a suffix of abilities that indicates the ability targets two different units. If only one unit is in specified area when the spell takes effect, the spell will mostly be wasted. For example Zap 3: Two Targets will act as Zap 3 if only one enemy unit is in play.
It should not be confused with Heal, Heal and Zap, Zap, which they can target the same person or different person. Artifact effects are always independent of the unit effect, and it is always possible to target the same card with two abilities with same name, rather than what "Two Targets" indicate. An Anden Stormbringer equipped with Codex Tempest will have a chance to target all Zap attacks at the same card.
Reclaim 3 is an exclusive ability in Recycle but it works just similar to Two Targets means.
